I'm not sure that a final sync happens, sorry to say. I'm not sure that it doesn't either, though. I've done a number of these migrations, though, and it turns out that losing data usually isn't a problem. So I wouldn't sweat it. Just be sure that all mailbox stores point to the new server as the primary public store. Wait a couple of days after you've configured everything and see how many users show as being logged on to the old public store. It's my experience that you shouldn't have to deal with but a handful of sticky Outlook clients if that. For them, usually refreshing the profile (erase the last letter of the name and click Check Name) usually points them to the correct store.
