True dat.  Nobody I respect tells me that they believe those status codes
mean anything useful.

I'm not sure that a final sync happens, sorry to say.  I'm not sure that it
doesn't either, though.

I've done a number of these migrations, though, and it turns out that losing
data usually isn't a problem.  So I wouldn't sweat it.  

Just be sure that all mailbox stores point to the new server as the primary
public store.  Wait a couple of days after you've configured everything and
see how many users show as being logged on to the old public store.  It's my
experience that you shouldn't have to deal with but a handful of sticky
Outlook clients if that.  For them, usually refreshing the profile (erase
the last letter of the name and click Check Name) usually points them to the
correct store.

How can you actually tell if everything is replicating properly though?
We have around 5000 public folders, and it does seem like the Exchange Admin
tool has a bit of a mind of its own with regards to what it shows for Public
Folder Replication status?

Presumably when you remove a replica some sort of "final sync" takes place?
