Basics are to check the pc port and the switch port he is connected to
are running at the same speed .

There may be a DNS or wins lookup problem, where wins faisl to locate
the servername and fails back to checking via DNS. Some options here are
to put static entires in the hosts and lmhosts files on the PC to see if
that makes things go away. (don't forget to reboot between changes to
make sure they are in effect)

You could try mapping a drive on his PC to the exchange server to see if
the response to find the drive mapping and listing the contents of the
share is comparatively slow to other drive mappings (say those on the
primary domain).

My CTO is complaining that email is slow to open. He's in the same
building
as the mail server he's on and is connecting at 100Mbit to the network.

mail server is also connecting to the LAN at 100MBit. I'm pretty sure

not his local machine as, being the CTO, he always gets the best toys.

Any suggestions on how to locate and resolve the source of the problem?

specific complaint is that it takes 3-5 seconds to open an email.

More, possibly irrelevant info: his network account is in a separate NT4
domain, but he authenticates to the "primary" domain for his email, and
of
course, once he authenticates one time, he does not need to manually
re-authenticate unless he closes his Outlook. 

I'm not positive, but I'm guessing that he's running Outlook 2000,
possibly
Outlook 2003 on Windows 2000 Pro.
