This is normal behavior in Exchange 2000+.

Running Exchange 2003 - outlook 2003 on Server 2003.

Administrator is logged in and setup in outlook.  Trying to open other
users
mailboxes but am unable.

Unable to display the folder. Microsoft Office Outlook could not access
the
specified folder location

If I need to change permissions to give an Admin full rights over users
mailboxes as well, where or how is that done.
