Either way. In either case, the Exchange forest must have a user account for the mailbox, but it can be disabled and not used except as a placeholder. With a trust, the user's home forest account can be granted Send As rights on the mailbox's user account, and Full Mailbox Rights on the mailbox itself.
Myself, I prefer to migrate the accounts before the mailboxes, or at the same time, but you don't have to do it that way.
