Larry,
Being a non-profit you should take a look at the licensing options
available to you at TechSoup.com
(http://www.techsoup.org/stock/Category.asp?catalog_name=TechSoupMain&ca
tegory_name=Microsoft&Page=1).

Exchange 2007 Enterprise is $280 and Standard is $52. Exchange CAL's are
$3.

Based on past history, you can purchase something like Exchange at the
non-profit price and use it for your entire organization as long as it
is also supporting at least part of your organization that is a 501c3.

BTW - TechSoup has a lot more than just Microsoft applications. (Adobe,
BEA, Cisco, Symantec, etc.)

-Chris

Thanks, Ed. I'm betting ISA server is less money (we're nonprofit) than
another Exchange license just for CAS. And, I'm hoping ISA server will
run on VMWare.
