You discuss it with management and simply ask do they need to keep that much email.
If the answer is yes, then you tell them the cost and requirements to have that much email. If the answer is no, then you tell them to address the issue with the employee. And you then put a limit on the mailboxes for the size that management has determined. This really is the best way to handle it. Email, and all things technology should be driven by the business side of the company. What do they need...then you tell them what it costs and what you need to make it happen for them. I don't think any of us can tell you that 2 gigs is too much, or that it is ok. It really depends on what you do. I used to work at an advertising agency. Lots of images, powerpoints and large documents being emailed around. 2 gigs was a small mailbox in that environmnent. They needed much more space than that and gave me the hardware and support to provide what the company needed.
