I don't answer licensing questions, but I think you can safely assume that two separate servers require two licenses. Your Microsoft representative or reseller can answer those kinds of questions authoritatively.
You can have all three required roles (client access, hub transport and mailbox) on one server if that's all you need. But an Exchange 2003 front-end can't service Exchange 2007 back-end mailboxes, and an Exchange 2007 client access role that's on the same server as a mailbox role can't service Exchange 2003 back-end mailboxes. An Exchange 2007 client access role that's by itself or with just a hub transport role and no mailbox role can service all mailboxes on both back-end platforms. If you want to go cheap (and there's nothing wrong with that by the way if it's all you need) and just install one Exchange 2007 server, then you'd need two URLs for OWA, one for each platform. One that starts with a hub server and a CAS. Having them on the same server is dependent upon your environment, but that is how I did it. The CAS would replace your FE, the FE needs to go before you put any mailboxes on a 2007 server. Be aware that the first HUB server will take over your routing between your servers. Also, your users will not see the new OWA until their mailbox is moved to a 2007 mailbox server.
