Well, if I were creating the e-mail, I'd know exactly what I'd configured in the registry the maximum number of recipients to be in a single message. So, I'd send it out with at least 1 fewer bcc recipient than that, and then I'd send out n more messages until I was done.
But by default, Exchange has no limit on the number of recipients in a mail message and 95% of the "administrators" on this list are too lazy to have even considered implementing the registry change.
