The only benefit of purchasing an SSL Server certificate from VeriSign
is that web browsers will automatically trust your certificate. If you
use the CA server you just installed to issue an SSL certificate, web
browsers by default will pop up an annoying box stating that the
certificate is not a part of the root certification tree. You can
"install" the certificate on your web browser, and it will no longer pop
up the box.

So, if the multi-hundred dollar cost of the verisign certificate is
worth getting rid of the annoying box, then you should purchase the
verisign certificate. Otherwise, just issue your own, and tell your
users how to "install" the certificate on their computers.
