Leo, The Public Folder Hierarchy is replicated to all Exchange servers in the forest. Replication of Public folder content is specified on a per-public folder basis via the Exchange system manager. There is no issue with replication of public folders on a routing group basis, they are replicated on a per server / storage group basis, not a routing group.
The public folder affinity you spoke of is really related to clients browsing content of the PF hierarchy where they do not have locally replicated content.
