This is a known issue with bind 8.x based DNS servers. Bind 9.x sends multi-packet responses to some queries, bind 8.x servers are supposed to drop the packets, MS DNS can't keep up with all the packet drops and stops resolving, One of my clients fixed this buy putting a *nix bind 8.x server in between MS DNS and the Internet.
