Having trouble getting internal email flowing between Exchange servers
when we setup a smart host.  

Here's the scenario:

A single AD Domain spanning 2 AD Sites.  In each location there is at
least
1 DC working as a GC server and an Exchange 2000 Server.  Replication is
working correctly as changes made in one site shows up in the other
site.

We are trying to forward all email through a Smart Host (Trend Micro
InterScan Messaging Security Suite).  When we configure the Virtual SMTP
Server properties on both servers to forward to the Smart Host, Internet
email works just fine but internal email between the servers just sits
in
the respective outgoing queues.

The queues have the name of the other Exchange server so it knows where
to
send it, but the mail just sits there. We have tried Forcing the
connection
and Freezing and Unfreezing the queue with no luck. The queue says it is
Active (as opposed to Ready), but the mail just sits there.

The only way email flows between the two servers is if we bypass the
Smart
Host altogether. We have tried using local delivery before sending to
the
Smart Host and not, but either way has not helped.  After each change we
have stopped and started both the Virtual SMTP server and the SMTP
Service.

Since the mail is not leaving the Exchange queue, I can't point the
issue to
Trend as the mail never leaves the Exchange server.  Any suggestions?
