The other option is to upgrade to the 2003 family of products (Windows 2003 with AD 2003) and Exchange 2003 and use Query Based Distribution Groups (you can then include all mailboxes and when a new one is created it will automatically be a member). For the organisation I work with the Query based group is the killer reason for moving to Exchange 2003 (plus OWA)...
