If they're substantially slowing down your server, you have really large problems, as the processing of NDRs doesn't exactly put a heavy load on the server. That said, you can either add the users' old smtp addresses to an empty DL (as someone else mentioned) so the messages will essentially go to \dev\null or you can turn off notifications for a while.
