Install Ethereal (free) or Microsoft Network Monitor on the Exchange box and do a traffic capture to see what packets are actually hitting the server when you try to connect. Do you have any Group Policy objects in place on the domain? Also, check to make sure no IPSec rules have been installed on the XP box that might screw up client connection. Also check to make sure that the personal firewall feature in XP is not turned on.
