Agreed on that. When I give customers the overall choices, i.e. spread users randomly across databases and reduce risks to common groups of users if a database fails, or group certain types of users together on the same database based on the need to collaborate and therefore improve SIS, they nearly always choose the former option.

I'd design a SG with 4 private information stores and create those databases at the outset. Then through day to day operations, I distribute users over those storage groups.
