Most of the large companies I've consulted with just keep the DB to a certain size (20GB sounds good) and don't worry about who's on what DBs it's too much a pain in the butt to be shuffling people around. Although I have seen them try to keep important people on different servers / DBs to keep them all from being down at the same time...
