Have you tried a few alternatives:-
a) is it just one user account, or many?
b) what happens if you untick 'basic' authentication?
c) presumably the access attempt is being made from a PC on the network? If so
what OS - win95/98/ME/NT/2K? Is the user logged-on to the network from the PC?
d) what does the IIS log show for the connection attempt?
e) what URL are you entering in the browser?

"The server was unable to logon the Windows NT account 'user_name' due to
the following error: Logon failure: unknown user name or bad password.
The data is the error code" are found in the system log.  Correct
usernames and passwords are being used.

Directory Security settings in ISM are set to Basic and Windows Integrated
authentication methods and no IP address restrictions.

There is no firewall between the two servers.  Any ideas?
