NO!  It blocks them on the Client side.  You are, after all, relying on a security patch on the Client to enforce those settings.  Blocking them on the server is having an AV package strip them as they are scanned, before they get into the Information Store.  More clear?

If you have the lastest security patches installed, you can use the FREE admin pack to specify what file attachments to block.
