Actually, I believe it would have worked if a batch file was written with all of the info in it. I went ahead and set up replication manually for all the public folders, then went about re-homing each folder (again, manually). The replication part was easy, since it can be done from the Public Info Store properties sheet on the server itself (Instances tab) but re-homing wasn't so keen, since the ability to pass a re-home down to sub-folders isn't an option.
