30 users isn't that many for an Exchange server but your hardware configuration really depends on a lot of factors such as the type of users you'll have (i.e. heavy users/light users), volume of traffic received, what other services will be running on the exchange server (i.e. virus scanner, email filter etc.) and of course how much cash you've got!!
For a recommendation of a basic server with no additional services/software, I would say get 512MB RAM, a 1Ghz processor and some fast disks that are at lease mirrored for redundancy purposes.
