Depends on how you move the mail box. If you use "MOVE MAILBOX" in Exchange admin, then I believe that you do retain SIS, but you lose any mail that was in the user's "Deleted Items Retention" area of the Information Store.
If you use EXMERGE to move the mail, they you loose SIS.
