We did not want to have to create accounts to match the mailbox. If you create a user account to go with the mailbox, how do you setup users or groups to access the mailbox? Do you have to open the mailbox, as that user or admin, and add the users/groups to the access list or does Exchange 2000 allow the admin to give more rights, other than Delegate, from the Admin utility?
