You could try going to advanced properties page for Microsoft Exchange server in the user's profile in Outlook and change Logon Network Security to NT Password or play with the other settings there to see if Outlook likes one of them.

One of our users PCs decided to implode last week, so upon replacing the PC, we installed office XP as per our corporate standard.
 
When setting up the users outlook profile we encountered the system asking for Username, Domain name and password. When you enter the correct username domain and password, outlook just pops it back up again asking for the details, irf you cancel the name and server name gets underscored, then when you try to finnish setting up the profile it asks for the username and password again.
 
The user is logged onto the domain, you get the 3 bar logon, and login scripts run, and everything else can be accessed over the network.
 
Any help would be appreciated,
