Yep - RCP has to be set to allow to pass to all VLANs.

Correction - major networking changes occurring - Communications is
implementing multiple VLANs for clients and servers.  However, the Exchange
server is not on a VLAN yet... could that be the issue?

No network changes that I know of.  

Logging is not cranked, but it's got some details.  A few 'possible mail
loop' messages since we had to modify the routing a few months ago.

What is a typical 'netstat -a -p udp' supposed to look like?  Ours lists
ports, but with no foreign address and no state listed.  Is that correct?
