Yea, I tried the X-Spam-Flag: Yes thing first, but that flag only gets set
if the spam has hits of 10.0 or greater.  I want to be a bit more
aggressive with it and since we are just relaying our domain through their
server, apparently we don't have granular control over it for just us. 
Individual user accounts on their server have more granular controls.  I
don't mind doing it like this anyway, I actually like it that every user
can have control over how aggressive they want it to be.  I'm now
filtering anything with a 4.0 or greater and it is doing really well...so
far.  I normally get between 50 and 75 SPAM a day (just me), and it
appears this setup is only missing 5 - 10 of those, so right about in line
with your 90% rate.

Thats good to know about eManager...I had planned on testing that and
probably still will.

This ISP is Southwest Cyberport.  www.swcp.com  

They don't have a commercial business spun up yet specifically for this
type of Spam filter service, but I'm sure they'd be willing to work with
your friend.
