They should not have more than "Review" rights to each others calendars. If people aren't placing things in their calendars because they are personal (but still happen during work hours) they should learn to use the little "private" check mark for their calendar items. This then only shows on free/busy that you are "NOT AVAILABLE" during that period. It gives no other information.
