Clustering wouldn't help, since it's shared storage. Why not upgrade to E2k enterprise and implement multiple databases? At least your downtime would be minimised if you split your users well. Running the database utilities wouldn't take that much time with multiple, smaller, databases. If the production server dies, bung the disks in the standby server.
