Do you mean Q316056 ? The changes in that are going to be in SP3, as there are later builds of system attendant.
Q320436 towards the bottom of the article it says that it is first fixed in SP 3. As post-sp2 fixes are developed there comes a point of cut off whereby the post-sp2 fixes continue for a little while, but those changes aren't applied to SP3, as that code becomes frozen. So there will be a post-sp2 hotfix for something, and also a post-sp3 hot fix for it as well. I would say since there are later builds of system attendant referenced in q articles on microsoft.com, that you have those in SP 3. With regards to removing them from add/remove programs.. Hmm not sure. I certainly wouldn't do it on a production machine !
