I've heard of duplicate OOFs, but not the not-working part. You should open a case with PSS.

You have to get it in your head that you will be running two separate mail systems at the same time while doing the migration so you actually get the benefit of being able to tweak the 2007 system before getting any mailboxes on it. The MS documentation does a pretty good job but you will need to have a rudimentary grasp of PowerShell to do some things.
