Maybe it's me, but the entire setup seems a bit confusing.
Are these servers part of the same Exchange org? Why are you using two different TLD's? .net and .com for redundancy opposed to using MX records and cost. Where are you getting the 4.4.7 when you send inbound from the internet? Or between servers? If between servers are you delivering the mail via the internet or the internal MPLS connection? Part of the idea is redundancy, if City A is under a hurricane, B keeps on ticking.
