What you suggest below will create what is called a "dial-tone" database. That is - it'll be empty. I don't know how you think you'll be able to extract the mailboxes in order to use exmerge to upload them. Seems to be a gaping hole in your plan. So...like Mr. Schwartz suggested - your best bet is to call Microsoft. Regards, Michael B.
