I had the same thing come up recently.

It seems that Exchange 2007 will notify the organizer of a meeting if any of 
the recipients forwards it to someone else.  If you forward it to an external 
address this notification will get generated even if the organization policies 
don't allow the email to actually get sent.

If you check your message tracking, I believe you'll find there is no reference 
to this meeting request ever getting to the transport pipeline.
