X-Lite (SIP softphone) is free. But of course any device with speaker and microphone is not going to be free.

I found an interesting IP PBX solution and wanted to know if anyone has any experience with it, it's a company called 3CX (www.3cx.com) they have a free version that may be useful for non profits.
