Unfortunately, you can't do sender based routing in Exchange 2007/2010.  It 
just isn't in there.

 We now send all mail to secure addresses to a mailsweeper box , which
then does source address based routing. We are still on a mixture of
Exchange 2003/2007 which also makes things interesting. I think if we
were pure 2010 you could set up transport rules, but we are not...
