So I followed the steps in "Method 2" and now on accounts in Protected
Groups the besadmin account shows explicit "Send As" permissions, but I
still can't "Send As" anyone in a protected group.

I've ruled out Blackberry and for now I'm just testing using an Outlook
profile on a PC logged in as besadmin.

Any suggestions welcome as this is most annoying and the documentation
doesn't seem entirely clear what the definitive fix might be.
