It's a webchat app called CyberAED from PrairieFyre (shudder).

NTFS permissions look right according to the technet article on Managing the 
Pickup Directory.  It is not shared.

Exchange 2007 hub/mailbox server.

It's the last one I have left, to support an application that won't run on 2010.

The application sends email by dropping them in the pickup folder.

Suddenly the server just stopped processing the folder.  The .eml files just 
sit there.  Other than that, the server seems to be working normally.
