Look at using something like Pingdom (there are loads of others at a vast range of prices) to monitor from the outside. You tell it to monitor your SMTP server or OWA or whatever websites you host, and if they're down it'll tell you.
Granted technically it's only checking for a response on a port rather than knowing whether the room has power, but it's probably your lowest cost option for basic external "You've got a problem" notifications.
