Information about the move request is stored in two places: the target database's system mailbox and in Active Directory. If the move is an offline move, the mailbox is locked and can't be accessed until the move reaches a status of Completed. Now consider you've got 500 Move Requests queued up. Is the database chosen at the time of the queueing, or the time that the Move Request is processed by the MRS?
