I think I found it under the Exchange General tab and the accept messages
from Everyone button is selected.  Any other ideas?  I am not quite sure how
I could use a secondary SMTP relay to fix this issue as Michael suggested.
If anyone has an solutions documented I'd be interested in seeing them.
