Yes, that is the correct KB. If they claim to not know the KB, tell them the 
problem. If that doesn't lead them to it, request to speak to their manager and 
request an escalation.

Of course given their new(ish) "request hotfix from KB article" it's somewhat 
more convoluted to get a fix on an unpublished article. :)
