We just had this issue recently and solved it using MFCMapi from Microsoft. We 
found these corrupted 'rules' for delegation after a user was removed.

Interestingly enough:

ADUC: Shows publicDelgates assigned to CN=ex-User3 etc...
ADSIedit: Shows publicDelgates No assigned Delegates


I have removed it from the ADUC and will wait a few hours and see what happens.
