Let's not confuse Exchange Server ActiveSync vs. an ActiveSync implementation.
Apple, various Android OEMs, Touchdown, etc. - all of these are ActiveSync licensees. Which parts of the spec they choose to implement are completely up to them. Exchange Server ActiveSync supports it.
