Wonder if it might be worth writing an EWS script, and setting up an account for impersonation.

Are Contacts not included with Full Access? The previously mentioned admin is now able to open the user's mailbox, but when she goes down to the Contacts tab, she is not able to see the user's contacts. If not, you will have to wait for AD permissions to replicate.
