I am also volunteer, but I would suggest using a CMS. My favorite is Plone. Using a CMS is IMHO a good solution for documentation. Have a look at Plone's documentation itself: http://plone.org/documentation/manual/archetypes-developer-manual Pages are build lika a book, with chapters and so on.
