Is there a better implementation of greylisting than exim-greylist?
Which one is everyone else using? I noticed that exim-greylist is no
longer maintained.

That greylisting implementation works in the DATA phase, not RCPT.

Move "require acl = greylist_mail" into your acl_smtp_data.
