Apart from Cyborg's comments (which are good), Exim has debug facilities.
I just checked, and they are indeed in the 4.94 manual:

"control = debug</options>"  Is an ACL control modifier, which can be use to 
selectively
enable debug output to a file.  It's quite simple to make it conditional on one 
specific
source IP (so you don't get flooded on an in-service system), and placed in a 
connect-time
ACL it will give you a complete view of the processing of that connection.
