Yes, it is.
Anything in logs?
- Exim mainlog
- Exim paniclog
- System logs
- /var/log/messages, or where-ever syslog is sending stuff
- systemd-journald-whatever-d
Check both at the exim daemon start time on the reception of one
of these messages.
If nothing obvious shows up, the next step will be Exim's debug facilities.
