Sometime, it is worse than it was in the Soviet time. People have no
responsibility at all.

I do not want to ignore the problem but you can not go against the
tide. Russia sees the heavy population decline, lack of skilled
workforce (good companies have trouble finding right people, you
should know that well). So even low level clerks now that they easily
find a job in another bank... Why care then about the customer?

To be fair, however, as I travel a lot in Russia, my impression is
that the service is bad mainly in Moscow, St.Petersburg and other
larger cities, also in Vladivostock/Nakhodka/Far East area, people
have much better attitudes in West Siberia region.
