The Russian embassy and consulates in Germany (strictly) advice
Germans to only go to their locally assigned consulate, and mention,
that the consulate has the right to refuse your application if you are
not assigned to it. Note, that, your residential address decides what
consulate is responsible for you.

On the phone, the consulate employees will explain everything nicely
to you, especially if you speak Russian. They might also point out
other possibilities to gain visas, such as "friendly consulates" and
travel agencies, which work miracles in visa processing times. All
legal, no Konfetti involved, all proper. The difference lies within
the knowledge of HOW TO, and the polite chat with people involved.
